Friendliest IMG provinces?

Hi I'm helping a friend out who has done his medical school outside of Canada, and he was asking me what provinces were best for IMGs. Does anyone know?

Unless I'm mistaken, IMGs are eligible to apply in the first round for CMG positions in Quebec, and no return of service. I'd say that's pretty friendly! The downside to Quebec is I think you have to finish the NAC-OSCE, MCCEE, and MCCQE part 1 to be eligible.

Ontario.

 

All provinces east and west of Ontario have a modest preference for IMGs/CEAs who were born in those respective provinces. In addition to return of service, it further decreases the chance that doctor will leave after their training is complete.
