Doing a minor (5th year) with many 1st and 2nd year courses, fine?

I'm about to finish my 4th year undergrad degree but was thinking of maybe doing a minor? Naturally, there's a lot of 1st and 2nd year courses I would have to take, so I'm wondering if that's fine given the fact that schools like Western, UofT etc expect a higher ratio of 3rd/4th year courses in one's upper years?

For Western at least, that year won't be eligible to be used unless you take 3/5 300-level classes. I'm not sure how other schools will look at that, but I have the same question because I'm thinking of staying an extra 1.5 years after my fourth year to gain a double major in Bio + CS.
