Is there a uni that doesn’t take into account your first degree?

Just wondering because i plan on doing a second bachelors to have a better chance as my first one is quite low and im wondering if theres a canadian uni that mostly takes into consideration the most recent 4 years of study?

I am in a similar situation where my previous university grades were a nightmare and I am now finishing my undergrad, trying to improve my CRU as best as I can. I am studying at UQAM now where they study your admission file based on either an experience basis or a univ basis or DEC basis, depending what is your best option. 

I read on the website of the University of Ottawa that they actually look for you last 3 years of university but I’m not completely sure that there’s nothing more to it.

In Quebec, McGill is the only faculty of medicine that looks only at your last completed bachelor's degree. Otherwise I think Dalhousie also takes into account your last undergrad only (with weighted % for each year).
