Does your university degree have to be complete before you apply?

For University of Montreal medicine, yes, you need a bachelor degree.

i.e. You must either already have the degree or be in your final semester and obtain it before the start of the fall 2020 class. You can still apply before you graduate, but you must obtain the degree.

Someone correct me if I'm wrong!
