Question re: class Seat allocation

Was just wondering, does MUN fill seats corresponding to each competition pools exclusively?

For example, referencing the seat allocation/competition pool page on their website, MUN has 80 total seats for their undergraduate medical program:

The first 60/80 seats are filled from applicants ONLY from Newfoundland and Labrador, then the next 14 seats are filled from applicants EXCLUSIVELY from New Brunswick and PEI (none of the 14 seats will be filled from Newfoundland/Labrador applicants), then finally the last remaining 6 seats are filled from applicants EXCLUSIVELY from other Canadian provinces/international students.

Or would any Newfoundland/Labrador applicants not offered admission to fill the first 60 seats be eligible for consideration for the remaining 20 seats that are allocated for the other competition pools?

If you are from Newfoundland you would NOT be eligible for the remaining 20 seats.

Part of the reasoning is that the provincial government from NB pays for MUN to have those 10 seats for NB students, as PEI does for their 4 seats. 
 

The only situation in which they might be eligible would be IF there weren’t any eligible NB or PEI applicants to fill those seats, but I think they’d be more likely to give them to out of province students. That’s what Dal does when they don’t fill the seats for one of the competition pools anyway.
