Am I considered a Graduate applicant?

Hey everyone, I got an odd situation here and would love some help. 

So I completed my MSc Thesis a year ago, and I am currently in a PhD program. (I won't be finishing this program by June 2021) 

Would I qualify as a graduate applicant since I already finished my MSc?

When I sent an email to the admissions office I got a response saying that I won't be considered this year because I won't be finishing my degree by June(?). Does this mean I would be considered as an undergraduate applicant (she might have misread my email)?  The website was very vague as well. 

Any insights please?

Yes, but if this applicant isn't defending in this academic year, then they are ineligible for admission at UofT, as you cannot simply abandon your graduate program in which you are already enrolled.

True, just wanted to clarify that a completed masters does make them a graduate applicant and not an undergraduate (which is what I interpreted as their question)
