Can dermatologists do these? Esp those who do Mohs surgery? Or do they have to refer to plastic surgery for reconstruction?

Almost always the domain of plastics from what I understand.

In Mohs surgery we do both flaps and grafts. Depends on the size, sometimes we have reconstruction by plastics or oculopastics, but typically we do them ourselves.
