I suppose it could be argued this referee hasn't supervised you much (or at all) over the last year, or you feel that your relationship hasn't evolved beyond what may have been written in last years reference. However one could imagine a scenario where some unprofessional event or misconduct took place between two application years where the applicant could re-submit a reference that perhaps wouldn't include such negative characterization. Adcom likely just requires new reference forms each year to standardize the process from an IT/logistics perspective, and to be fair/equal to those who haven't interviewed specifically at UBC before.
