The only time I could see it hurting or at least getting some negative attention was if the person spent it "doing nothing" (i.e. no employment, travel, or other time consuming initiatives). Even if you're taking time off in undergrad, you should still be making the most out of that time spent, and at least be able to illustrate how it fostered personal growth in personal statements and interviews.
