Edict
I have a question. If i'm with Bell with a Canada wide talk plan and I have a Toronto number and i'm in Toronto calling a person who is in Toronto but has a US number. Do I still get charged for that? Thanks
Instagrammar
Yes sir, you will get charged. Even text messages to US numbers despite being in Canada will be charged.

My phone is associated with a US number and the costs will always be charged to the Canadian number
