Difference between good and bad waitlist

It wasn't like this last year. The bad waitlist email was the same as the good waitlist email except it had an extra sentence saying "based on your ranking, it is unlikely you will be offered a position". People should treat a bad waitlist email as a rejection.

Exception: last year it appears as though all CNFS program interviewees that weren't accepted received the good waitlist email, there was no bad waitlist.
