best decision?

You should have dropped the course before getting that D+. It will hurt you for US schools for sure. Most US schools (MD and DO) require at least a C in prerequisite courses, and the consensus is that anything below a C should be repeated. Also, If the prereq is for Ottawa, a minimum grade of B is required, so you would be ineligible to apply there. 

Retaking again and getting an A in it will be the best course of action.

That's even worse than just getting a W (Which in most cases no one bats an eye at) 

Always take the W rather than get a very low GPA.
