The number of applicants actually did not go up, it is around the same compared to last year (~1300). The number of BC and OOP applicants they show in the first page are the ones including the disqualified and withdrawn applicants.

Yes, it is misleading that they say the total number of applicants is 2174, which does not include the applicants who were disqualified, withdrew their application or did not receive a full file review but the number of IP and OOP applicants in the table are raw and include the disqualified applicants so it seems to overestimate the competition at first glance. 

In this case, the actual number of applicants who received a full file review is 1345 for IP and 829 for OOP, which is slightly higher than the previous 1307/704 but not as high as the 1519/1039. 

This only makes the stats slightly less discouraging, if any at all.
