Depends on where you do your undergrad. If you've done all your undergrad in Canada, then the minimum is 28 out of 30 credits for EVERY SINGLE year of your undergraduate studies. This applies even if you've started your 2nd undergrad degree. You have to maintain that course load ALWAYS if you want to be considered under the WGPA scheme (I took note of this during one of their Facebook Live Q&A sessions). If you studied in the US, I believed that you might be considered on a case-by-case basis. If you did any of your schooling outside of North America, you are very unlikely to be considered (I did most of my undergrad in Australia and they won't consider me at all for WGPA purposes).
