like to apply for bursaries and scholarships due yesterday? if so, no everyone gets it

Didn't realize it was due yesterday for you. Mine was due a while back, so thought perhaps my cohort started receiving verification emails for supporting documents, at least the successful ones.

I know that bursary applications are given to the financial aid committee without identifiers, but do you think it's possible that being asked for supporting documents indicates that you're likely going to be offered admission (and those not contacted have a lower chance)?

From my understanding - the admissions department and the financial aid department are separate. So, you could be asked for supporting documents because your application may qualify for the bursary, but still not get accepted. Since they announce who gets the bursary and acceptance at the same time in the acceptance letter - they likely will go over all interviewees to determine who is going to qualify for the aid - then the admissions department can notify the successful applicants if they are eligible for that aid.

Sounds like extra unnecessary work for the adcoms to process 640 applications when half of those will be discarded anyways..

It’s not the admissions committee though. It’s the awards and financial aid division of the admissions office; they have no involvement in scoring/processing applications for admissions. They handle all financial aid for students both incoming and current

It's still unnecessary work for whoever is doing it if they're processing applications that won't be accepted.

Another way that we can look at it is, the admissions committee has still not made a final list of individuals to give first round offers to... This would require the finance departments to request all applicants for supporting doc. And UofT has a pretty high post-interview acceptance as it is, so it isn't THAT big of a waste. And and, maybe people that had horrible interviews and know they'll be rejected haven't bothered to apply for this (I know this is pretty presumptuous).
