Waitlist offers go out based upon applicant's final scores regardless of IP status. If an IP waitlisted applicant has a higher final score (pre-interview + interview) than an OOP waitlister, the IP applicant would have priority for getting in

Is this true? Don’t OOP tend to have higher GPAs and MCATs so they would likely have a higher prescore no? Wouldn’t the waitlist benefit OOP people then?

You are correct, OOP waitlisters as a group would likely have higher final scores due to the higher pre-score cutoffs and would thus be more likely to get accepted off the waitlist. My example was simply a hypothetical one comparing two made up waitlisters. I'm pretty sure that the way the waitlist works was detailed in a blog post sometime way back although I don't remember the precise post.

Just a heads up to all the waitlisters... in most years they never actually fill up the max 15% OOP slots, which is good news if you're IP (and doesn't really matter since you're OOP as seats are filled competitively so if <15% OOP matriculate its because many higher-ranked OOP applicants got in elsewhere and chose not go to UofC).
