For programs that release in waves, do acceptances always come before rejections? I.e. does no word mean rejection?

A program I applied to had interview invites come out per the tracker, but I did not hear back yet. Does this mean I should expect rejections??

This happened with another program last week where I got an invite one day and later my friend got rejected. Is there any hope that I will be invited to this program or should I brace for rejection if I was not in the first wave? Anyone have anecdotes?

You may be on a wait list that is only filled if someone declines an interview

But yeah, in general expect a rejection
