Apply or Not?

In regards to the GPA cutoff, does UoC take your last two years as an average, or do you have to get above that GPA cutoff in both years?

 

Also, say the GPA cutoff is based no average (if not, this question is moot), and I attained a 3.4 in third year. Would I be able to apply or would I have to wait till next year when I had actually finished my fourth year, so that it can be averaged out to hopefully above the cutoff point?
