When Does Clerkship Start?

Maybe someone can clarify this for me. I was browsing through the Queen's Med website, checking out the curriculum. From what I read, it seems clerkship is in phase III, which does not begin until 4th year, whereas most other schools have clerkship beginning in 3rd year. I did notice that the third year (and 1st and 2nd) includes a 'Clinical Skills' course... Can someone elaborate on the type(s) and amount of clinical experience that are built into the Queen's curriculum??
