If you're looking at the top tier schools (Harvard etc.) then you can still apply without diminished chances as they don't have rolling admissions. For schools with rolling admissions, you may not get interviews at some schools where you may have gotten one if you had applied a few months ago. It can be tough at this point as the schools have to get the application, process it, send out the secondary etc. Give it a shot as you have nothing to lose but money, but realistically you're at a significant disadvantage everywhere in the US at this point.
