Master Degree Conferral before Applying?

Hello, most schools mention that if you are a master student, you need to have supervisor's consent saying that your degree will be finished before the medical school starts. So if you are a new master student, and the program takes 2 years to finish, you cannot apply at the beginning, right?

You can only apply after the first year?

I tried applying during my first year of Masters and my application was rejected. they told me to finish my grad studies first...or apply when you know that you will be done your degree before the start of the classes.
