Who decides these things?

Hey all, for the section that gives you 100 characters to elaborate why your application transcript does not reflect your true ability (on U of T's application), WHO decides if it is valid and if it is appropriate to re-adjust weighing, etc?

 

Are applicants who write somthing in taht space re-routed to a committe that decides whether the circumstance is valid or not? Or is that left up to the people sorting thorugh the stack of applications (volunteer U of T med school students from what I gather) to decide and do what they think is sufficient for taht situation?
