They attempt to rank the undergrad quality of Canadian universities. In their process of evaluation, they divide universities into various categories--one of which is "Medical Doctoral". The "Medical Doctoral" category is "A measure of undergraduate education at universities with a broad range of Ph.D. programs and research, as well as medical schools" (i.e.: it is not a measure of medical schools, but rather a category of universities which happen to have many PhD programs and a medical school).
