If yes- will applying closer to the deadline put you at any disadvantage or do they only start looking at applications after the deadline?

they process applications after the deadline. The time you submit your application (as long as it is within the deadline) has no bearing what so ever on your application.

No where in Canada does the timing of your application submission matter so long as it is within the deadline
