It depends, for McMaster it is essentially used as a red flag process after interview. For Toronto, weak references can deter you from an interview or acceptance, as shown by their unsuccessful applicant ppt. Try to get strong ones, that can really show examples of why you would make a good doctor, incorporating CanMEDs roles. Hope that helps :).
