A friend of mine (OOP) applied to UBC and got rejected but his rejection letter had a hand written note saying "please apply again". Anyone else get that?

I'm in-province. Received email telling me I'm on waiting list. Do they just tell everyone in province who are not accepted that they are on the waiting list? Do they even send out rejection letters for the in-province people?

Im an OOP planning to drop my spot soon (yes even after paying the 12k) so congratulations to whomever gets it! Serve it well please, this wasn't an easy decision to make.
