Am i considered an IP applicant if i was born in Montreal but later moved to another province when i was in grade 4 or am i considered OPP.

I wanted to clarify that i'm getting my degree also from another province , which i'm assuming it wont make any difference and would make me an IP  applicant.

So long as your birth certificate is from Quebec, you're IP. I was born in Quebec but grew up in Ontario and got in IP. I also did my undergrad and MSc in Ontario

If i decide to apply without the mcat, will my chances be lower compared to the people who applied with it ? or  will it  make no difference ?

The MCAT will come into play only if you get an interview AND only if it can help you. If not, they only look at your science prerequisites to rank you in your post-interview rank.
