Would I be eligible for wGPA?????

So, basically I did a full time summer semester the summer after first year. This moved me up in my course sequence and I took more third year courses in my second year. I am planning to do more 3rd yr/4th yr courses this summer as well. Would I be eligible for the wGPA?? Because I am technically a 3rd year?? And with my summer 2018 courses, I will have completed my programs 3rd year course requirements.

Course levels don't matter for eligibility of UofT's wGPA. Your summer courses won't count because they'll only look at full course loads taken between September and April (i.e. Fall and Winter terms). The only exception to this is if you are on a cooperative education program or some extenuating circumstances - both which have to be indicated to them on the academic explanation essay.
