Yes. I personally know a couple people who failed a course (or several) and were admitted to UBC or other med schools in Canada. Many schools have GPA adjustments that drop your worst year or more, and some schools also take into account  improvement in your grades over time, and those policies made them competitive. I also suspect the negative effect of a fail is much higher if it's later in your degree than in the first year or two.
