Is it okay to take first-year courses when i'm in second-year?

Yes, you're fine to take some first-year courses. Many students do this.

Like you said, Western requires 6/10 courses to be at your year level or above for your best two years.

Other than that,

Toronto suggests that your courses be at your year level or above.

Ottawa says it has the right to examine the level of difficulty of courses taken.
