Permanent code and financial assistance

I've been reading from the Mcgill site and also Quebec student loans/bursary site and am a bit confused about the ways to obtain a permanent code. I know I can fill in a financial assistance paper form which will take care of both the PC and loans, but I need to submit the original copy of my birth certificate which makes me anxious. Whereas I think Mcgill can also give me a PC after I submit my legal documents to them as copies.

The timeline confuses me. It seems creation of PCs happen after school starts (October), but wouldn't I want to have applied for financial assistance before tuition fees are due, even if payment is deferred?

Are you a Quebec resident? I don't think you can apply for the provincial AFE if you're not a Quebec resident.. If you are a Quebec resident, you already have a permanent code. It's the same one you had from elementary school through to university.

I'm unsure what confuses you about the timeline.. but you can apply for the AFE during the academic year and they'll directly deposit the amounts from the months before. For example, I applied in February. When I was approved, they directly deposited the amounts from Sept-Feb to my bank account.

I am a Quebec resident but left the province during elementary school. I didn't know I had a permanent code from back then! I'll have to dig through my old report cards maybe.

I later learned that the application cycle opens in May and is due in June but I suppose that's if you want your funds before the school year.  Good to know the deadline is for the end of the funded year and not before the start!

Yup, your permanent code should appear on official documents like report cards.

The code will look like: LLLL #### #### (L=letter #=number)

http://www4.gouv.qc.ca/fr/Portail/citoyens/programme-service/Pages/Info.aspx?sqctype=sujet&sqcid=637

Ce code apparaît sur certains documents officiels tels que les bulletins et relevés de notes. Il est composé des 12 caractères suivants, dans cet ordre :

  • les 3 premières lettres du nom;
  • la première lettre du prénom;
  • les 2 chiffres du jour de naissance, ou le nombre résultant de leur addition au nombre 62 pour les élèves nés après 1999;
  • les 2 chiffres du mois de naissance, ou le nombre résultant de leur addition au nombre 50 pour les élèves de sexe féminin;
  • les 2 derniers chiffres de l'année de naissance;
  • les 2 chiffres choisis par le ministère de l'Éducation et de l'Enseignement supérieur pour rendre le code unique.

Yes I found it! :D It was quite funny looking at the terrible marks on my old report cards. Thank you, I can now fill in the AFE online when it opens!

I really hope you are still considered a resident even though you left so many years ago. Have you checked this out?

Yes rest assured I am haha. That I wasn't worried about, I've always been Quebecoise at heart and am content that the government forever recognizes that despite my absence
