Her undergrad GPA is not competitive. 3.2/4 with a poor trend (4.0 first year and down thereafter). She is in the middle of a masters. She clearly needs to improve her GPA to have any chance. While graduate grades don't count, holding a masters degree is a bonus on the application. She should plan ahead of time which second undergraduate she plans to complete. If everything goes well, she can have that second degree in hand in 2 years. I am not sure about other schools but I know that if you hold 2 undergraduate degrees, McGill only considers your last one.
