The point of the picture is so AdComs can ID you if you get an interview. It has no bearing on your applications 'worth' or caliber. This topic gets A LOT of attention on SDN. The gist of it is look as nice as you can without looking like you got it in a studio and air-brushed it. Its got to do with the better looking candidate always getting the gig, but its a topic that doesn't need many words wasted on it. Wear something sharp (most people wear a simple suit or what you might wear to the interview), take it with a digital camera, print it out on glossy paper, staple it and go.
