khaleesi_5 Posted October 1, 2015 Report Share Posted October 1, 2015 Being a permanent resident means that you possess a Canadian Immigration Record of Landing or a Permanent Resident Card issued by Citizenship and Immigration Canada... so no this does not apply to all applicants.
