for UBC applicants: if you were ranked low before interview, chance is slim?

UBC offer interviews for ppl who are are above 57% percentile. For ppl who are ranked lower, does it mean they are at disadvantage? I am not sure how the evaluation works. Does UBC still look at overall package after interview? Or is acceptance based on 100% on interview performance? thanks
