McGill seems to go by a pre-determined numerical list, so I don't know that a LOI would help your case at all. The waiting list, especially for IP applicants, hardly moves at all... Unlike in the US where they sometimes need to make offers to 3 or 4 times the number of students who actually attend. The american schools have an interest in finding students who are keen on going to their school in order to fill their class. McGill is not in the same situation.
