I am not familiar with OSAP, so I am not sure if you would be admissible, and how it would work if you qualify for both... but the criteria for admissibility to Québec Student Loans are here: http://www.afe.gouv.qc.ca/CONTACT_UC/Publications/AFE/PUBL_Aide_votre_portee_2010_2011_A.pdf If you qualify as IP for McGill, I guess you should fit into one of the many categories of Qc residents for the loans (they are pretty broad). As for loan forgivness, there is such a program for Qc loans, and it is open to everyone who completed their program within the prescribed period and who received a bursary (in addition to a loan) for every year of their program. See the details here: http://www.afe.gouv.qc.ca/en/autresProgrammes/remiseDette.asp So from what I understand, it is different from the OSAP program, which seems to be for students with permanent disabilities that have trouble reimbursing their loans.
