I managed to meet them and leave myself a buffer on each of the 11 or so FL I wrote in practice, but I suspect VR did me in on test day. It's tough to know that something you did plenty well so many times might not have gone well on test day... I guess that's why we write the test though, instead of just sending in our practice scores haha. And, as Allen Iverson said "Practice?? We talkin' 'bout practice?" Western used an 11 in VR/P in writing last year, and queen's was 10/R I think, but Western has used Q in the past.... Worth applying to Western I suppose. So western only, and probably no other schools? BTW verbal cut-off of 11 is absolutely ridiculous.... is that the only section they look at? Yeah, VR = 10 won't be a problem for my province (Alberta) but I am worried about these other schools in Eastern Canada... Maybe my writing sample of "S" will impress them? Anyway, I have 10 or more in each section, so I will not be rewriting on Sept 11 (thank god!) I think you are still good for U of T even if you don't meet the cut-offs for Western and Queens.
