Also, is the area where you are currently living (while attending school), or the area where you were raised / attended high school considered? So for example, I am living in Toronto right now going to school, but my permanent address is Ottawa. As for the underserviced areas, it was my understanding that these aren't written in stone and are subject to change on a yearly basis. I'm sorry I don't have much more information than that for you.
