Purpose of collation; geographical status post-interview?

Hi,

 

I have two questions:

 

1. What is the purpose of collation? Is it to verify the suitability of candidates on the rank order list generated via application of Formula 2? Are candidates who have had something flagged in their file during collation moved down the rank order list from their original position?

 

2. Post-interview, does an applicant's geographical status (IP vs. OOP) still affect his/her chance of acceptance?
