I really wanted to get a general psych elective, but instead got assigned to something more specialized. The electives coordinator will not change electives once they've been arranged, unless you're willing to swallow the application fee and start over. I was told I should have specified which area of psychiatry I preferred on the application form (even though there's nowhere to specify it) or by email.
