Rural...?

Just wondering what NOMS considered as "rural". Do they go by postal code, or addresses that have RR (rural routes), or something else?

 

Anyone have any insight? I've contacted NOMS, but they gave me a very generic response (see our website, blah, blah).

Thats a great question... I was asking myself the same thing and I looked it up on the internet and finally I found a map (I forget the address though) and it showed the part of Ontario that is considered Northern or Rural.I Believe it's anything above Thunder Bay.

I think a rural candidate under the NOMS designation was someone who lived in a town of a population of 10,000 or less for at least 10 years. I hope that helps.
