Do they go by postal code, or addresses that have RR (rural routes), or something else? Anyone have any insight? I was asking myself the same thing and I looked it up on the internet and finally I found a map (I forget the address though) and it showed the part of Ontario that is considered Northern or Rural.I Believe it's anything above Thunder Bay.
