13. Restriction on Persuasion

An applicant and a residency program may express a high degree of interest in each other but may not make statements implying a commitment.

 

Based on this, I did not tell my 1st choice program that they were my 1st explicitly, but did express the "high degree of interest." My take: yes, PDs do communicate. How much, I don't know. I suspect once you have reached the interview stage, candidates who appear unlikely to come to the program have been screened out, and programs will then rank according to their preference (assuming you were enthusiastic and seemed like a good fit, as no one wants an unhappy resident). You will be more convincing if you explain the reasons for your program preference, anyway.

For each program, the order of preference for applicants should reflect the true desirability of each applicant to the program, regardless of how you think an applicant will rank the program.
