Cytosine
Hi, I'm a second year medical student. I've heard about Return of Service contracts for CMGs who do their residency in Quebec, but have done their medical school elsewhere in Canada. I'm interested in a specialty that doesn't have many residency spots, so the ones available in Quebec interest me (I speak French), but I'm concerned that I may be forced to stay in the area for years afterwards. I've looked online but couldn't find a good source on this topic. Does anyone have any information on this (or is it even true)? What are the contract's terms and penalties? Are there similar contracts in other provinces? Thank you!
stephenpeters2
I have not heard about any return of service contract for CMG. I believe Quebec and Alberta have no return of service contracts for IMG or CMG in either iteration. You are a CMG so there is nothing to worry about. Now, if you were an IMG, that's a different ball game.
Lifeisawesome
This was an issue that confused me, and I am by no means sure of this answer, but this is what I have figured out. From McGill's website they state this: The Minister of Health and Social Services of Quebec requires Canadians from other provinces or territories and foreign nationals holding a study permit who wish to register for medical school in Quebec to sign a contract in order to register in a medical training program in Quebec. If you are granted an offer of admission, your registration will be conditional upon your agreeing to the terms of the contract, which stipulates that if you choose to stay in Quebec to practice there is a return-of-service clause or a fine. So my understanding is - if you attend medical school in Quebec but you are a non-Quebec resident, and you stay afterwards to do a residency, then you must sign a return of service contract. What I'm not sure about is if you did medical school in a non-Quebec school and you are a Canadian resident if you also have to sign a return of service? Sorry I can't be of much more help. The contract has to be signed at the beginning of Quebec medical school by non-Quebec residents (including OOP). It applies if one decides to practice in Quebec after additional Quebec residency. There is no corresponding contract for incoming students doing residency. However, since (public system) PREMs (medical job placements) are tightly controlled by the ministry of Health, practically speaking, it can often be challenging to begin work in say, Montreal (after residency). This is one reason numerous McGill grads leave the province after residency (depending on the field). Additionally, there is a provincial French language exam that needs to be completed after residency for non-Quebecer, but specific "coaching" is apparently effective. I think the contract was meant to discourage specifically NB francophones from working in Quebec after training in the Quebec system - but there's now a campus in Moncton. So now it only applies to a small group of people, since there are very few OOP spots within Quebec.
