GPA cutoff: at application time or end of year?

Based on what I've seen in the forums, I've gotten a little confused about Queen's GPA cutoff policy.

 

Would they calculate your cGPA at the time of your application? So say you applied in September 2005, would they not include your GPA from the 2005-06 school year?

 

OR

 

Do they wait until the end of the year before calculating your cGPA?

They calculate your gpa to determine whether or not you get an interview using your last two years or your cumulative gpa. This does NOT include the current year in which you are applying. So if you apply in Sept/Oct. 2005 they will only use up to your 2004-2005 year. Each year must also be above 3.5 credits. However, if you get accepted, you must maintain your average in your current year (2005-06) about the cut-off to keep your offer.
