AFAIK there isn't an official day of second round offers. In other words, the individual schools make offers based on the information when they get it (which depends on when people that got offers in the first round offers respond).

 

The OMSAS booklet says that the provisional acceptances become firm on July 4th 2005. The best odds are thus between now and about a week after July 4th.

 

U of T has an Update to their FAQ (http://www.facmed.utoronto.ca/English/Admissions-Update---May-31-2005.html). It has the following:

The Waitlist

 

There is no formal "second round" of offers, however, we maintain a waitlist should further offers of admission be necessary in order to fill our class. We will not disclose your placement on the waitlist. As further offers become necessary, we will move down the waitlist in order until we receive enough acceptances to fill our class. The number of offers made from the waitlist may differ substantially from year to year. As we said at the interview weekends, as we get closer to the start of classes (August 29), we may make any new offers by phone. If we do not reach you, we will continue trying. We will not skip down to the next name on the waitlist.

 

The number of total offers in the past few years has been around 280. In 2002 it was 287. I've heard 275 from an admissions official-- this is discussed a bit in my FAQ.
