One of them was that one current resident had to complete a 4-week elective there in order to gain an interview for a competitive residency and at the interview, she spent the majority of the time convincing the panel of why she needed to live in Vancouver. It's a small sample size there, so not necessarily too reliable. However, if UBC uses similar criteria as other residency programs, then it may certainly be the case that you need to complete an elective in the program of interest to receive an interview. When I completed an elective in Toronto this summer one of the members of the residency selection committee noted that they outright refuse to grant interviews to anyone who has not completed an elective in Toronto.
