I believe BC is the only province in which it's straightforward to obtain a general licence after 2 years of non-family medicine residency training. I was told (but don't know if it's true) that it applies to all BC residency programs, and not just to emerg. As for what programs are best for fellowships, I suppose it would depend on what fellowship(s) you're considering...or whether you mean residency rather than fellowship.
