peachy
I have no idea whether or not there are specific penalties to applying in 3rd year. It stands to reason, though, that most 4th year students will have a much stronger application, because they've had almost 50% more time at university to get good grades, get involved in extracurriculars and take on leadership roles, do research, etc.
EMD
How does U of T's treat students applying in 3rd year? Same or worse than 4th years? As far as I know, the treatment is the same. That said, I think the 4th year applicants are more likely to have publications and other stuffs that might be considered desirable. Beyond that, odds go up with a re-application; an applicant on their second go, other things equal, probably has a more polished application, may demonstrate a bit more maturity and is usually a bit more wise to the process.
