In alberta, I believe it is where you were born and raised up in, ie. attended secondary school.....

 

but if you've just moved to say a rural centre as a "adult" and lived there for a year or two, I don't think that qualifies as a rural student.

Why don't you ask admissions? I'm sure they'll have some set/standardized criteria. I bet you don't have to be born and raised...especially if you are a non-trad that has lived rurally for quite a while. I think it shows dedication and support of rural areas if you "choose" to live there rather than being there b/c of your parents.
